Maybe after each mission has ended one from each guild should be featured in a journal. This would make it easier to find good PMD-E artists without browsing through the submissions. It should advertise there team and comic/story with written reviews. I was thinking this could be a good substitute if you do dedide on taking away the judging process, allthough only 3 teams will get featured it would have a lot more information than from the spreadsheet. Also even if you do decide to keep the judging process i think it would be quite nice to give three teams the spotlight per mission.
As I pointed out, there may be quite a few ways to get around Tao other than being at the mercy of a ghost pokemon several dozen feet above the ground from location to location. Hopefully I bolded the words correctly.

Surfboarding the land using Muddy Water artifact
Bounce Artifact that looks like a massive medicine ball

Voltorb Bicycles, the Voltorb are knocked out before usage
Pneumatic tube system with compressed air to launch certain pokemon who don't need to breathe to far off locations
Cable electric-type Cars
Cliff Railways (like in the Kyurem vs Keldeo movie)
Steamboats powered by a combo of metal, fire and water-types
A Wooden Frigate designed to hold a large crew and piloted by a hot-blooded, courageous, and vengeful captain of the sea, (since we'll need one to save PK's parents)
I have an idea for a few NPCs, if anyone's willing to listen.
A timid Kirlia named Cosmo, Often lost in thought. Her village was wiped out by a Hydreigon, leaving only her mother, a Gardevoir named Rosemary, and her older sister, a shiny Kirlia named Galeration. After a while of traveling, they ran into that same Hydreigon and it tried to attack them. Hope, however, sacrificed herself in order to allow the two to get away. Unfortunately, Hope's sacrifice was somewhat in vain. The two children got separated, leaving Cosmo to wander alone as an orphan. Eventually, she's made her way to the Tao Village, and has been living off of scraps for her time here, but has been getting by alright.
